Yüksek Öğretim Kurulu (YÖK) Yurtdışı Yüksek Öğretim Diplomaları Denklik YönetmeliÄŸi’nde yaptığı deÄŸiÅŸiklikle derslerin tamamını internetten veren “sanal üniversite”nin önünü açtı. Yeni uygulamada bundan sonra YÖK yurtdışındaki üniversitelerde derslerin tamamını internetten veren yüksek öğretim kurumlarına da yapılacak bir deÄŸerlendirme sonunda denklik verebilecek. 11 Mayıs 2007 tarihli eski düzenlemeye göre derslerin tamamı sanal ortamda olan üniversitelere hiç bir ÅŸekilde denklik verilmiyordu.

Özellikle ABD’de devam zorunluluÄŸu olmayan yüzlerce üniversite Türkiye’den binlerce öğrenciye eÄŸitim veriyor. Başörtü yasağından maÄŸdur olan birçok kız öğrenci de bu yolla diploma alırken, Türkiye’de bu diplomaları bugüne kadar geçerli sayılmıyordu.

ODTÃœ’lü araÅŸtırmacılar, cep telefonlarının kısa mesaj (SMS) ve çoklu ortam (MMS) servisleri ile yabancı dil öğrenimi saÄŸlayan yeni bir sistem geliÅŸtirdi.

Sistemle görsel teknolojilerle desteklenmiş yabancı dil metinleri belli aralıklarla cep telefonundan SMS ve MMS yoluyla alıcılara yollanıyor.

Araştırmacılara göre, öğrencilerin anında baktığı ve istediği zaman tekrar bakabildiği cep telefonu mesajları, internet ya da ders notlarından daha etkin öğrenme sağlıyor.

ODTÜ Bilgisayar ve Öğretim Teknolojileri Eğitimi Bölümü Öğretim Üyesi Doç. Dr. Kürşat Çağıltay, Yabancı Diller Bölümü Öğretim Üyesi Doç. Dr. Gölge Seferoğlu ve Çankaya Üniversitesi Bilgisayar Mühendisliği Bölümü Öğretim Görevlisi Murat Saran ile ortaklaşa yürüttükleri proje hakkında AA muhabirine bilgi verdi.

Çağıltay, 2 yıl süren araştırmalarının TÜBİTAK tarafından desteklendiğini ve araştırmada elde ettikleri veriler için uluslararası patent başvurusu yaptıklarını kaydetti.

Bilgisayar ve iletişim teknolojilerindeki baş döndürücü gelişmelerin toplumsal yaşamın pek çok alanında değişikliklere neden olduğunu anlatan Çağıltay, bu gelişme ve yeniliklerin en çok etkilediği alanlardan birinin de eğitim olduğunu vurguladı.

Tüm geliÅŸmelere raÄŸmen Türkiye’deki öğrencilerin kiÅŸisel bilgisayarlara sahip olma oranının yeterli düzeyde olmadığını vurgulayan Çağıltay, kiÅŸisel bilgisayarlardan çok uzun bir süre sonra kullanılmaya baÅŸlanan cep telefonlarının, tüm dünyadaki kiÅŸisel bilgisayarın sayısından 5-10 kat daha fazla olduÄŸunu vurguladı.
